Meeting was called to order and minutes of the last meeting were approved.
Rick Czerwinski gave the treasurer’s report and discussed expenses, income and capital items. Rick further stated that the process for putting liens against people’s houses would begin for residences that have not paid their dues. (Click Here for Rick's financial report in Acrobat format.)
The spring picnic was a great success! The board gave special thanks to all members who helped with the picnic.
JR Lawhorne, who is heading up the speeding issues committee, reported on traffic safety issues in Emerald Hills. JR addressed speed humps, speed limit signs, children playing signs, four way stop signs, speed awareness trailer, and the possibility of an additional $200 fine for people caught speeding in the neighborhood. Nathan Robson motioned that the association pursue speed limit signs, children playing signs, and an additional $200 fine for people caught speeding in the neighborhood. After some discussion, the motion passed unanimously. JR will work with Supervisor Sikes to insure the request is directed to the appropriate authorities.
Supervisor Sikes updated the association on the various issues concerning the drainage and easements. He stated that the drainage pipe on 481 Wyndham was reset and that VDOT would continue to fix problems throughout the neighborhood. Also, he reported that many of the drainage problems and the retaining wall issue along Beatrice Court have been resolved. Finally, Supervisor Sikes reported that the Board of Supervisors has approved $25,000 from the infrastructure account to fix the site distance problems at both entrances. VDOT will start work on the entrances as soon as they get permission from the two homeowners to allow VDOT to do the work on their property. Once permission is granted, VDOT will schedule the project.
At the request of many community residents, Kurt Michael made a motion for the Emerald Hills Home Owners Association to sponsor a Supervisors’ candidate debate among the three candidates for Wayne District supervisor, with a sum of thirty dollars to be spent to advertise the event. All the candidates agreed to the debate and Chris Graham from the Augusta Free Press Newspaper agreed to be moderator. After some discussion the motion passed unanimously. The debate is tentatively scheduled for mid-October.
Larry Ingle pointed out that the three Wayne District supervisor candidates Tom Sikes, Wendell Colemen, and Larry Weeks were present at the meeting and allowed each of them to introduce themselves.
George Mashack, chair of the Architecture Review Committee (ARC), updated the association on various items related to the committee. George stated that the ARC is simply a committee that ensures the covenants of Emerald Hills are honored thus protecting the home values of everyone in the neighborhood. George mentioned the request form that can be printed out from the EHHOA website, and added that the ARC is working on a document that would provide a clear definition of each of the existing covenants.
Fred McNeil updated the committee on the progress of the rear entrance signs. Currently, the committee is working with the homeowners on terms that would allow the association to place the signs on their properties.
Larry Ingle once again reiterated that issues related to pets would not be observed as a responsibility of the executive board and neighbors should deal with these issues through appropriate means.
Various association members brought up the need for a neighborhood watch. The issue was discussed and Bill Savage volunteered to head up an exploratory committee.
Jack Cameron updated the association on matters related to the Web Page, including changes made to the member directory.
A motion was made by Larry Ingle to donate $500 to the Yancey Volunteer Fire Department for its continued professional services to our community and for use of its facilities. The motion passed unanimously.
Kurt Michael moved that $30 be budgeted for the printing and distribution of a quarterly newsletter. The motion passed unanimously.
Larry Ingle stated the next EHHOA meeting would be held at the Yancey Preston Fire Hall at 7:00pm on November 10, 2003.
