Minutes from the 28 June 2004 Meeting
The beginning of the meeting started off
with the election of a new secretary due
to the unfortunate departure of Jonathan
Bryant from the said position. He will be
missed. Readers may find some differences
in how the minutes are reported.
Here are the highlights from the meeting.
Financial Report
Rick Czerwinski explained the Summary of
Financials stating there was a total income
of $19,840.25. There is still $4,400.25 left
in the budget.
Someone wondered if the common areas were
mowed frequently, the response was yes.
No other questions were asked about the financial
summary.
The board members went on the discuss budget
proposals. Those at the meetings stated they
were receiving billing statements. If someone
is not receiving a billing statement, please
contact Rick Czerwinski.
A few people expressed concerns over budgeting
with the front entrance. One person present
asked that more money be allocated to working
on the landscaping. The president Larry Ingle
said they are still working on improving
the sight distance at both the front and
back entrances. If need be, more money could
always allocate more money. The homeowner
association is locked into a contract with
someone until fall.
Questions:
What are the board members doing with the
surplus?
They are working on it, and have a 5 year
plan of what the money will be used for.
Architecture Committee
If a person plans on working on the exterior
of their property i.e. fence construction,
they must submit the proper forms the architecture
committee. The forms can be found on the
website. It was explained by reviewing the
intentions; we ensure the properties are
kept in line with the rest of the development,
and in line with county codes.
A vote was proposed as to whether Jerry Ettinger
be voted as a new member of ARC. The ayes
had it.
Neighborhood Picnic
Anne Hubbard stated the picnic will be held
on 14 August 2004 in the common area at Wyndham
Hills Dr. and Peterson Pl. The picnic will
start at 4:00pm and last until 8:00. Food
will be served from 4:30- 6:30pm. Both Hog
Wild and Kline's Dairy Bar will handle the
catering. If you have it, additional tables
and chairs would be appreciated. For the
children, the moon bounce, snow cones, and
cotton candy will be present again. Ann stated
she would like to include a clown and face
painting for the children. The budget for
the picnic exceeds last year by $225. No
rain date has been selected.
Ann also stated, adults may bring alcohol
but at their discretion. When brought to
a vote, the ayes had it.
Budget/ Financial Questions
A donation of $500 will be made to the local
fire department. A motion was made to increase
the amount of the donation to $1,000. After
being put to a vote, the ayes had it.
Common Areas
According the board members, last year the
intention was to have a walking trail, then
a gazebo, and eventually some play equipment
for the children. The equipment would have
included a slide and a few swings. This year,
they are looking to design the improvements,
then start looking for bids.
Some people asked about whether it was possible
to connect the two common areas. Larry Ingle
mentioned they are looking into seeing if
it is possible. Someone mentioned concern
about people from Wyndham Hill area using
the track. Larry stated they are looking
into getting insurance and if it is possible.
He also mentioned, if you bring a guest to
the common areas, you will be responsible
for that guest.
In regards to the drainage issues, people
are looking into fixing the flooding problems.
The county has worked on some of the areas
to get them to drain properly. Neighbors
need to respect what work was done.
Larry would like to see a committee of 3
to help develop and oversee plans for the
common areas.
Mr. Boutros has worked with the drainage
problem of Wyndham Hill retention pond overflowing
into our development. The cost of this work
is estimated at about $6,000. Mr. Boutros
asks that the county pay 1/3, the association
pay 1/3, and he will pay 1/3. The work is
already finished; the payment is for the
cost of the pipe and the architecture fee.
Larry asked for a motion for Wendell Coleman
handle the situation for it. Two motions
were made and the ayes had it. Wendell assured
everyone he will make sure the association
only pays 1/3 and will make sure we get a
copy of the bill.
The front and back entrances will be worked
on to improve the sight distance. The approval
of those living on lots 1,2, and 3 were obtained
in order to cut tress and have some of the
ground pushed back in order to make those
areas easier for exiting and entering the
development.
Other Issues
Larry mentioned the black Monte Carlo that
has been sitting in the neighborhood. This
car is a police vehicle making sure people
obey the speed limit. A concern was in regards
to commercial vehicles not paying attention
to children playing.
The message board will be coming off the
website. This is due to lack of use.
A new map will be up giving both the physical
address, and the lot number. This will help
to ensure the accuracy of trying to locate
someone in the neighborhood.
Jack Cameron would like to get an Events
Calendar and would like assistance in maintaining
it.
Nothing from Jr Lawhorne stated he had nothing
to add to the meeting about architecture
review.
Questions
The floor was then opened to questions.
1. What to do about door to door salesmen?
Larry was not sure if we could declare the
neighborhood as a no solicit area, he will
look into it. Jr Lawhorne stated those who
place the bags of rocks could be cited for
littering and be fined.
2. What was the result of the survey?
Rick has yet to receive all the completed
surveys. Once he gets them, the findings
will
be reported.
3. What can be done about the dogs just barking
in the neighborhood?
If a barking dog becomes a problem, call
the county animal control. After 2 complaints,
they will send someone to investigate. While
there is an ordinance about disturbing the
peace, this particular issue is to be handled
by the county. Please see the link to Augusta

Please see item 16 in the covenants. Later,
guidelines will be drafted to ensure everyone
is on the same page and to give examples.
4. Is it possible to control were people
set off 4th of July fireworks?
Larry mentioned that Jack will look in the
covenants to see if there are any ordinances
regarding fire work displays. It is illegal
for any one to set off fire works that are
seen
from the sky. You may contact the local sheriff's
department to report illegal fireworks.
5. Is it possible to give tickets to children?
This question is in regards to those with
RC cars and the motorized bikes not obeying
street signs. Parents need to be aware of
what their children are doing. As far as
issuing
tickets to children, this matter will be
looked into.
6. Wendell Colemen tried to get input from
members concerning putting in a trash convenience
center.
Mentioned there are trash removal companies
who come in. Interest was made about
setting up recycling.
7. Is it possible to move the yard sale or
have another?
The budget will be looked into to see if
advertising can support having an additional
yard
sale closer to the start of school.
8. What about lighting on the streets?
This idea was considered, but was deemed
to expensive. Might be something to
consider in later years.
The next meeting will be held in September.
