Emerald Hills HOA Meeting

Due to Covid-19 restrictions this meeting was held via Zoom


Meeting was called to order at 6:30 PM by Jacques L’Heureux.

First order of business was review and approval of minutes from the March 7, 2021.

Minutes were approved by Brent, seconded by Suzanne.


Treasurers Report:

Brent announced that he will be leaving the board as he is relocating out of state.

Board members would like to thank him for all the hard work he has done and wish him the best.

Account Balances as of April 21, 2021

YTD Income         $430.79

YTD Expenses      $3,415.16

Operating Fund    $4,126.01

Reserve                  $25,566.81

Landscaping fees to Poppy’s Landscaping have increased $200.00 to $4,200.00 per year.

APMS fees have also increased from $240.00 per month to $265.00 per month.


ARC Report:

Annual neighborhood yard sale will be held on June 6.



Vice President Report:


Suzanne has been working with Jack Cameron and Carey Drayton, to finalize transition of data base and web page. There have also been some updates to the HOA FB page.

Presidents Report:


The APMS contract has been renewed for this year and as noted earlier the monthly fee has increased.

The summer newsletter will be included with the yearly assessment.

 A non- compliance fine structure has been submitted to APMS for review and suggestions. An outline will be sent to home owners.  A vote on these changes will be done by proxy or at annual meeting if in person meeting can be held. More information will be available when finalized.

Poppy’s landscaping has been contacted about increasing mowing area around entrance sign. Areas along 608 will not be mowed as these are maintained by VDOT.



Homeowners Comments:

Michelle Beverly and Todd Parks had comments regarding some of the proposed bylaw changes and fine structure. Both homeowners also had questions about wording and how fines would be determined and enforced. Todd has also expressed some interest in the open treasurer’s position.
