Emerald Hills Residents,

Several concerns and complaints have recently been raised regarding the operation of mini motor bikes on our roadways. Concerns mostly center about the safety of riders as well as those walking on the roads when the bikes pass by. Riders have generally lacked any protective gear. Bikes have been going past walkers at an excessive speed, especially a concern for younger children and those with strollers or ‘tot’ bikes. Riders routinely ignore all stop signs. In addition to the safety concerns, the noise that these bikes make has been well noted though out the neighborhood.

In light of this situation, all residents need to be aware of Virginia DMV Code regarding operation of Mopeds and Motor-Assisted Cycles on public roads. This can be found in "Title 46.2 - MOTOR VEHICLES". The link to the ‘Code of Virginia’ is below.

A search for ‘moped’ and ‘motor-driven cycle’ will produce some of the applicable law governing these bikes. Do note that a ‘motor-driven cycle’, as defined by its very low profile, sometimes called a 'pocket bike', is unlawful to be ridden on any Virginia public roadway, thus illegal here.
